E.I.A. was introduced in EU legislation with the Directive 85/337/EEC. After the critical review of the 1993, the Commission took up new actions, the main relevant are:

• Directive 97/11/EC, which enlarges the types of projects to be submitted to EIA It also improves the quality of the EISs introducing "screening" and "scoping";
• The proposal of a new Directive on SEA (Com (96) 511 – Com (99) 73)

In order to spread a correct culture for EIA in all the MSs the European Commission promoted the development of a Community Network of National EIA Centres. Infact, for making EIA a useful tool, it must be understood and accepted by the whole society.
At present, the Network is made up of EIA Centres in the following countries: Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Norway, Holland, Portugal, Slovakia, Spain, Sweden, United Kingdom.

The main aims of the EIA Centres are:

• To spread a newsletter about EIA and SEA, at national level;
• To carry out studies and researches on EIA and SEA;
• To set up a data-base on EISs;

• To edit guidelines; to organise training courses, meetings and workshops
